Just because a lot of prompt communities have been going under I decided to go ahead and make one. It's lightyearsahead, and is intended to promote mostly sci-fi prompts.

I thought I would give it a try. Apps are up if anyone is interested.

I'm in an RP called planetrecursion and zion_8. Similar concepts. Zion 8 is way slowtime because most of the members are really busy, but it's a space station responsible for redirecting objects lost in erroneous timelines (including planets and solar systems). It takes people (and sometimes planets) out of their timelines, some of them after they've died. It's the one that I run with some help from coming_with.

Planet Recursion is a little more active but equally small. The Time Agency kidnaps people to serve aboard it's ship. There's a community for the logs, too. It has a good Star Trek crew, but currently I'm the only non-NPC Doctor Who character.

As for Who specific RPs, I've been watching fractured_time and it seems off to a good start. I'm not in it, but I am reccing it for other people to take a look at.
