A president like that could win the war, restore Gallifrey to its former glory, integrate it into the political structure while maintaining its culture through gradual introduction of elements, and all it would take is one run through a chameleon arch, an agreeable House to falsify their records, and elements of memory manufactured from the Matrix.
[He tilts his head at Narvin.] A very probable way to win, if you consider the trails of consequence, with the sacrifice of a single human. But you wouldn't do that, would you? And should you?
